Speller Metcalfe strengthens public sector pipeline with Constructing West Midlands (CWM) reappointment

Speller Metcalfe has been reappointed to the latest Constructing West Midlands (CWM3) framework, which supports the delivery of public sector projects across sectors including education, healthcare, leisure, blue-light, housing and community infrastructure.

The business has secured a place on the Medium Works Lot of the new framework, covering projects typically valued between £2 million and £15 million. As one of six contractors appointed to the lot, Speller Metcalfe continues its long-standing relationship with CWM, one of the UK’s leading publicly owned procurement frameworks that operates in the West Midlands region.

The framework has delivered more than £2 billion of public sector projects and is one of only 11 members of the National Association of Construction Frameworks (NACF).

Today, all contractor partners came together to sign the CWM3 Charter and meet fellow framework members, marking the beginning of the new framework term and a collective commitment to integrity, collaboration and delivering long-term value for public sector clients and communities.

“The reappointment comes at a time when public sector clients are increasingly seeking delivery partners that can combine the governance, assurance and technical expertise required for complex projects with the responsiveness, flexibility and long-term relationships that come from working with an independently owned regional business,” says James Speller, managing director at Speller Metcalfe.

“Over recent years, we have continued to invest in these areas to meet the evolving needs of our clients, which is reflected in the level of frameworks and high levels of direct award and repeat business we work hard to achieve.”

Beyond project delivery, the business has strengthened its organisational assurance, security and operational excellence credentials, achieving ISO 27001 and BS 99001 certification this year, and supporting its ability to deliver increasingly complex projects across the public sector estate.

Public sector work accounts for more than two-thirds of the company’s turnover, with a significant proportion generated through framework-procured projects, underlining the central role public sector delivery plays within the business.

On the previous iteration of the framework, Speller Metcalfe successfully delivered schemes including the £12.1 million Tamworth Future High Streets regeneration programme and the ongoing £16.5m Watling Meadows Primary School in Warwickshire.

As investment continues across education, healthcare and community infrastructure, the company believes regional contractors are increasingly challenging traditional perceptions of project delivery capability.
